Parcel traffic is dealt in the railway stations which are opened for such traffic. Loading and unloading of piecemeal parcel is done by Railway. Loading and unloading of full parcel van requisitioned is done by the party. At present as per the comprehensive parcel leasing policy of the Railways, Parcel Vans/luggage space is SLRs/Space in Asst. Guard Compartment (AGC) are leased to private operators to accept, book, transport and deliver parcels by different trains. 

            Open tenders are called for leasing of VPs/SLRs/AGCs by different trains to different destinations. The interested parties may register themselves by paying the registration fees of Rs.20,000/- to participate in VP/SLR/AGC tenders, Rs.10,000/- to participate only in SLR/AGC tenders and Rs.2,000/- to participate only in AGC tenders.  Such registration is a continuous process.  Only registered parties are allowed to participate in the tender process. If a party is not registered then also he can participate in the tender process by remitting the required registration fee and application for registration along with the tender. 

            Recently, Railway Board has formulated a scheme to lease Parcel Cargo Express trains with the private operators planning their routes as per their choice on end-to-end round trip basis. The composition of each rake will be 15 VPs + 1 SLR.  A concession of 75% will be given to the parties on return trip. Open tenders will be called through Newspapers for these routes. 

            Transhipment of parcel traffic is done at change of gauge points. Transhipment license is awarded for such work as per requirements. In the North Western Railway no Transhipment license has been awarded.
